The Council for a Competitive Climate Transition (C3T) is a public‑private platform established in April 2026 by Minister Grace Fu (Sustainability and the Environment) following SBF’s Budget 2026 recommendation to strengthen Singapore businesses’ resilience and competitiveness amid a carbon-constrained and climate-impaired future. Co‑chaired by Mr Ravi Menon (NCCS) and Mr Kok Ping Soon (SBF), with Secretariat support from NCCS and SBF, the Council convenes stakeholders across government and industry to drive coordinated implementation of key initiatives such as Sectoral Transition Plans and the National Adaptation Plan, while developing practical solutions in areas including climate information infrastructure (complementing the Singapore Emission Factors Registry) and Green 100 (a national movement for to unlock climate disclosure, sustainable procurement and sustainable financing at scale).
